Well this is about the most straight forward of them all Purchase kit 1J0 998527 (from a VW dealer) and follow instructions as listed below
took me about 2 hours.
Below are the instructions (in German and an English translation below) it refers to an Audi a3 but you will find the Skoda is about the same. Thanks to www.gute-fahrt.de for the German version.
First thing you must do is disconnect battery -ve terminal, last thing you do is put key in ignition and turn ignition on, leave door open (in case central locking activates) connect battery -ve terminal.

Audi A3 TDI, wo er sich jetzt preiswert nachrüsten läßt. 1 The retrofit of the CC to the Golf IV Audi A3/Skoda TDI begins with
the removal of the lower right side (NOTE: possibly other side for LHD) panel
and the plastic part below which is fastened with seven Torx 20 screws. Then you
just detach the pedal-cover 2 Removal of the Airbag is only for trained professionals (but is quite
easy). You can remove it by turning the wheel by 45 degrees. push a screwdriver
in the top and bottom holes at the rear apx 45mm then lever up for the top
screwdriver and down for the bottom, the airbag-module will then be released. 3 You can refasten the steering wheel 5 times at most with the same nut.
Therefore you mark the nut with a [metal pin to mark stuff with hammer blows]
each time. You can remove the nut with a 12mm wrench. 4 Though the wheel has markers for fitting, you should turn the wheel back
into normal position before removing it. Then the steering column panel can be
removed 5 The movable "ignition line" for the airbag, the so called
wrapspring, is clicked to the column and has to be treated carefully when
removing and attaching. You can remove it easily though when you unhook both
sides at the same time. 6 Wiper- and signal-stalk are attached to the column with a washer and a Torx
25 screw. Because there is an inner trailing rail you have to pull it off
towards you. 7 While removing the stalks, you have to click off their plugs. Then you
remove the indicator stalk and replace it with the CC part. 8 The CC-connection-line must be attached with the connectors first and after
instalment of the switchgear you have to attach the cable to the cable-binder on
the left (RIGHT`?) side of the steering-column. Then the line goes further down
towards the electronic box. 9 To get to the electronic box in the compartment in the engine bay, you
first have to disassemble the cover, the wiper arms, the complete wiper
mechanics (3 screws) and pull it out. (In order of disassembly) I found i
could not remove the wiper assembly and had to do with moving it as far out of
the way as possible. 10 Now there is enough room to remove the cover of the electronic box. The
black 10pin plug is the link between the CC-line and the TDI-ECU. Pull the plug
and set aside. 11 Unclick the socket from the box and press towards driver foot well. Then
connect CC-line to the socket from the bottom. 12 The cables of the socket are such in length to be able to pull it out and
to turn it to read the label of the CC-pin 13 Connecting the cable-set is done by fitting the numbered ends into the
equally numbered holes. (move the mauve part of plug to be able to get cables in
then re-click it back to secure) 14 After re-clicking the socket from the bottom into the electronic box the
leftover single line is moved to the left side connector and is attached to
point 75X (fuse 5 in the case of the Skoda) Installing the new CC-line-set into Skoda The set can be purchased with the
part number 1J0 998527 1 Pull fuse 5, unclick the cable for this fuse 2 Click cable into one of the plug parts 3 Click the short black/blue cable of the CC-line-set into the now free
chamber of fuse 5 4 put both plug-half's together. good luck, but of course any modifications done to your car loss or
